ST. JOSEPH — The St. Joseph City Commission has approved the second of two water and sewer rate increases for city residents.

On Monday, Finance Director Ben Reynnells said there are two separate water rates – the system rate that is charged equally to Joint Water Authority customers and used for operation of the system as a whole, and a city “system development” rate that is levied only on city customers and used for improvements to the city water and sewer systems.
